I would suggest that there are two reasons for this.


Swimming, rowing, and track are individual sports, rather than team sports, where one athlete can have an outstanding performance and win a major event even if others on the team are below average. Second is the money. An outstanding athlete is the non-team sports is less likely to be offered big bucks until he has won on the national stage while a performer in a team sport, like soccer, might be offered big bucks as a prospect.
