Technically he is under contract


And being under contract would mean that he would need to get USC's permission to talk to anybody regarding employment, whether NFL or NCAA.

However, most teams will allow a coach to interview for a position if it is a promotion (position to coordinator, coordinator to head) or a move up (FCS to FBS, FBS to NFL).

USC probably just wanted to make sure that they get reimbursed for any expenses that they incurred bringing him in for a few weeks.
