Sounds to me like the insurance companies did everything right, other than

taking a few days longer than expected.

The driver at fault's insurance company is paying. Asheville is just miffed (understandably so) bc the car isn't worth much in terms of its depreciated value (8 years old), so to get something comparable after the accident, he's going to be significantly out of pocket because he doesn't have replacement value insurance (which I'm not sure he knows about or if it's something you can get on an older year vehicle like a 2011).
