Since it doesn't depend on state money, it could happen.


Interesting state support numbers from PA's four "state-related" universities:
Pitt - 2.6% of their budget.
Penn State - 40% of their budget.
Temple - 10% of their budget
Lincoln - 23% of their budget.

The presidents of Pitt, Penn State, and Temple told the PA legislature that if the state money was cut off, they would go private and charge everyone the current OOS tuition rate. The president of Lincoln said the school would close. They are an HBCU. They were private and the state took them over to keep them from closing in the 70s.
