Virginia allows for citizen warrants, so if the police don't want to


cooperate, a citizen can take sworn facts to a magistrate. If there's probable cause that a crime has been committed then an arrest warrant will issue (that will have to be served by law enforcement, whether they were eager to cooperate in the first place or not).
