There's a crucial thing that story leaves out. Skyfall uses an RTG, not

a full blown reactor (RTG = radioisotope thermal generator, a.k.a. "atomic battery"). NASA uses RTGs in deep space probes such as Cassini or New Horizons, just because that far out, you run out of solar. The key point is an RTG is basically solid state--it's just hot, so you can generate electricity with a thermocouple. Contrast with the reactor on nuclear sub, or a typical reactor on the grid, which must pump water constantly through the core and generate steam to turn a turbine, and recirculate the water, etc.... much more complicated and unwieldy.
