I’d say something if they didn’t have the tag, but I’ve found they almost


always do. However, I’d wager the tag was either issued to them for an injury from which they’ve completely recovered or it was issued to a friend/relative and they’re “borrowing” it because the person doesn’t need it right then.

In any case, at least half the people I’ve seen getting into or out of cars parked in handicapped spaces seem to be just fine regardless of most having the tag permit.
