Terry Holland Recruiting vs K

Last night I was watching the documentary on the Duke 1982 recruiting class "that saved Coach K" and kept asking myself why Holland could not at least match K in recruiting in those days. After all, UVA was a "new kid on block Blue Blood" in those days (early 80s) while Duke program was reeling and in a downturn at the time (realize they were in Final Four in 1978 and had more historical success than UVA at the time) and neither school had an arena they could sell to recruits. UVA also had the best player in the game and he was not going to leave any time soon. UVA was also on TV more than Duke in those days (remember Super Bowl Sunday vs Ohio State, Georgetown game, etc.) But with all this going for him all Holland could do was reel in good but not great players like Tim Mullen, Jim Miller, Othell, Stokes, etc. with occasional home runs (Lamp, Sampson) while K is bringing in Burger Boys from 82-on while he looks like a school boy. How did Holland wiff on all the guys from Oak Hill and other areas of VA during those days with so much going for him vs K? Was K that much better of a recruiter than Holland even at that young of an age and very little experience under his belt recruiting on the big stage? Was money involved? How did Holland get run over by K from 82-on?
