I didn't see foul, but I've seen it at lower levels and it is not an auto

send off in many cases. It is usually a yellow card, but can be a red if violent. At the international level (or in national leagues), it would likely be judged under the intentional contact to head rule, but I've seen clear elbows to the face in international play that were intentional and not called red. The issue is "intent." The ref has to make a quick decision on whether there was intent. It might be easier to judge intent on a clear hair pull versus an elbow, but sometimes players reach for shoulders and might grad some hair instead. I don't think it is an auto red card. That's my main point. Hair pulling is not actually listed specifically in many league rules, but when it comes up, it seems to be adjudged like other fouls with the range of penalties being foul to red.
