The interview didn't do a good job of explaining the commissioner's ...


If the marketplace consumes 20% less energy (or 50% less) then that will be what is produced (other than relatively minor changes in storage volumes), whether there is coordinated action (which never works too well because there's too much incentive to cheat) or not.

I presume that the commissioner's concern is that some hydrocarbon producers will be be completely shuttered in the short-term due to higher production costs.
