By March, I think next year's money is allocated


Part of that allocation is based on the assumption that 4th years will be gone. Incoming recruits are promised money, some returning athletes might get an increase, and the scholarships are accounted for.

Then the NCAA says that the 4th years can return next year, but the school needs to come up with the money, of course. UVa said we don't have extra money, and as a blanket policy we will not do that.

Other schools said differently. For example, UNC women's tennis will have about 10 full ride players next fall, even though the normal NCAA limit is 8. Most schools are not doing that. UVa is in good company. But we will have to compete against a few schools that chose to come up with the money.
