I don't see your point about % of tests. It would be good information to

know the % positive out of a group of random subjects. But the criteria of who is tested depends on how many test are available. A lower percentage may mean fewer positives in the population or it may mean that more tests were available.

What I would like to see is number of new cases as a percentage of active cases. That would let us know if we are doing a better job of protecting ourselves. I don't know if Virginia even knows the number of active cases since once someone is positive, many people stay at home and isolate until symptoms are gone and there is no official designation as "no longer active".
