True "full pay" students are rare at any higher ed institution. Every...

school has a "discount rate" that is achieved by a variety of "scholarship" funds: academic, demographic origin, religious/ethnic affiliation, alum parents, etc. D3 schools can be quite creative despite not awarding true "sports" $. It is relatively rare that anyone pays full tuition, room, and board. "International" students are more likely to be in that category and that is one (among many) reasons why they are so highly sought after at most schools. Many institutional discount rates are in fact quite high so that the sticker price stated for full tuition is really only a starting place for the negotiation of actual costs (yes, it is much like buying a car).
