The rule for pandemics is to hit it early, fast and hard

Epidemiologists emphasize this every chance the get. Early half-measures are better than late full-measures, and early full measures are the best of all in making for a short interval and a quick recovery to normal.

Our problem was not that we shutdown so hard, it was that we did not do so even earlier and harder. If we had we could have been New Zealand and Australia and ready to largely reopen with very few deaths and a very manageable infection level.
