I'ts probably more about managing this season, 60 games in 66 days

not much ramp-up time so they'd like to avoid as many long games as possible and try to keep pitchers as healthy as possible. I doubt this is a permanent solution.

You want to speed the game up? I'd suggest de-juicing the ball quite a bit. Pitchers wouldn't nibble as much, and perhaps batters would learn to change their approach of launch angle and waiting for perfect pitches to drive. There'd be more balls in play too, which would IMO be better.
