Why not limit warm-up pitches to speed up the game?

The between innings ones are not a problem because they are natural commercial breaks so MLB would not want to lose them but how about when a reliever comes into the game?

Or give a team a maximum number of relief warm-up pitches for the game?

I know some will cry "injury" but the way modern baseball is, the mounds are quite similar and they even warm up behind many dugouts. And hell, if a reliever is "uncomfortable" on a new mound without warm-ups a manager might be more likely to not be so trigger happy thus speeding up the games organically.

From a purist standpoint Manfred is a disaster and he has attendance down every year since he ascended so not as if he is making the correct marketing decisions either.
