Loads of reasons


- States that have already run the gauntlet probably have some level of herd immunity. Not completely, but enough to slow the spread from what it would be if it was introduced into a fresh and totally unexposed population.

- Some people think the virus mutated.

- People are still being way more cautious than they were in February and March. Masks and social distancing are things now.

- Reopening is relative and done by different degrees.

- There are no superspreader events like Mardi Gras and huge company conferences.
