In a crisis everyone hungers for leadership

Even objectively bad leaders get huge approval bumps in the early stages of a crisis because when shit hits the fan most of us will instinctively support anyone showing leadership. It is part of our evolution to willingly submit to authority since cooperation around one voice in a crisis helps the tribe more than dissension over multiple alternative ideas.

Fauci benefited by being a non-controversial figure that everyone could agree will tell us straight dope. Undermining him and not letting him (or someone with equivalent expertise) take a more active role in setting federal policy was the biggest mistake of this administration.
