Lockdowns are extremely effective but they require martial law/police state

Victoria in Australia has dramatically reduced the spread of the virus from nearly a thousand new cases per day to single digits per day (which, of course, has been celebrated by the media.) But how have they done that? By effectively imprisoning people within their own homes through threats and actual issuance of huge fines for rules violations. Rules include no travel beyond 5km of one's home, banning gatherings, 1 hour per day of outdoor exercise, nightly curfews, virtually all indoor businesses shuttered, etc., with police given the authority to demand proof of residence without cause.
We've seen the same dynamic play out in authoritarian states, but those probably aren't as relevant to western Europe/the US in that people are used to intimidation and intrusive practices being employed by governments.
People in otherwise free societies aren't going to universally submit to lockdowns to stop the spread of a virus that, for many segments of the population, poses little threat to anything other than their mental and economic health solely on the basis of media fear-mongering and public health propaganda.
