Not in most states or cases. They want to get it done as fast as possible.
And in Wisconsin, for example, Trump's donors will pay $3.5M for this recount, because the margin is more than double the state's automatic threshold. So, others who aren't paying the invoice don't get to benefit from it. Plus, what if it flipped a seat from Repub to Dem, and that was paid for by Repub donors? Hell to pay.
FWIW, the most common result from recounts is that both candidates add votes in roughly the same proportion of the original tally, to the tune of less than .1%.
