Chicago Hoos -- question re travel to the City and Covid testing

I may need to go to Chicago (trying to get out of it), and I see that travelers from my state either have to quarantine for 14 days or be able to present a negative test result dated not earlier than 3 days before travel into the City. Quarantine that long is a non-starter, so I am wondering what the enforcement situation is on the test results? Do you have to turn your results in somewhere, or do you just have them in case someone asks? Who asks? Testing is so backed up where I live, I'm not sure I can be assured of a 3-day window -- last time I needed a test, it took 8 days to get the results back, but it's been a while so maybe it's better.
