It started when UVA Football received their first Bowl Bid

1951, UVA finished the season 8-1 (back to back eight win seasons) and was invited to the Orange Bowl. But President Darden declined the invitation, thinking it would detract from UVAs academic reputation. This is all in the documentary of the History of UVA Football.

Now this is speculation (actually completely made up by JR_Hoo) but in the letter citing the reasons for declining the invitation, in section 2, paragraph B, he stated that in events where UVA athletics are destined to be great or elite, it is imperative that the universe intervenes and dash’s the hope of athletic fanatics, thus relying them to fall back to the acknowledgement that we’re an elite academic institution. And 'Rule2B' was formed.

It is also speculated (and subsequently, also completely fabricated) that when Tony Bennett was hired by UVA, when he was asked off the record what is one thing he’d change about UVA, he said, “it’s a wonderful academic school in all areas and subjects, except The Darden School, I heard that guy was a real *rarely used Tony expletive.*” and it was in that moment that the thread started unraveling for Rule2B.
