It's actually going to be the reverse -- the SAL will become Advanced A and
the Carolina League drops down to Low A.
Winston-Salem, for example, will stay Advanced A but will shift to the South Atlantic League, while the White Sox affiliate in Kannapolis will stay Low A but move to the Carolina League.
The Fredericksburg Nationals, Lynchburg Hillcats, Salem Red Sox, Down East, Fayetteville, Myrtle Beach, and Carolina are all staying in the Carolina League, with Kannapolis joining as the 8th team. Wilmington moves to the new Mid-Atlantic League, a new Advanced A league with Brooklyn, Hudson Valley, Jersey Shore, Aberdeen, and Wilmington, and Frederick winds up in the MLB Draft League, the summer collegiate showcase pre-draft for all draft-eligible college players.
In addition to the South Atlantic League moving up to Advanced A, the Midwest League will also move up from Low A to Advanced A, while the California League and Florida State League will move down from Advanced A to Low A.
The only good thing is that they left AAA and AA largely intact nationwide, with a handful of notable exceptions (Fresno was demoted from AAA to Low A, and St. Paul and Sugarland were brought in from the indy leagues to AAA, plus a few other changes).
I've linked to a good summary.
