First off the idea at 0-2 for anyone calling pitches or throwing them is to get the hitter to swing at a pitch they do not handle well, not to "waste" it. I have never heard any coach ask a pitcher to throw something so bad that the hitter would not swing. You are trying to get them to chase or hit something off the plate that they would rather not or hit something in a zone that they do not hit well. Now having said that, the pitcher may not execute the pitch correctly or may throw it further out, in the dirt etc, but no pitching coach is calling something with the idea that we are "wasting" a pitch that the hitter would never swing at. If you see an outside pitch in the other batters box or a curve spiked in the dirt, it is likely just them not executing the pitch properly in my experience. Maybe some coaches ask for a "waste" pitch, but that would be kind of crazy.
Second--that Braves staff, Maddux and Glavine especially got more calls off the plate than any other guys. They did not "waste" pitches because they never threw anything that was not off the edge on the sides or up and down. I remember Glavine actually talking about how he would not give in to a hitter even at 3-0 or full and would still try to work off the edge. They literally threw everything off the plate and got calls so Im sure he didnt consider anything a waste pitch..LOL
