It's so inconsistently applied. There was a pretty egregious one in the

Duke/UVA game that wasn't called.

The issue I've seen seems to stem from whether the touch was clearly directed towards the keeper vs somewhere away from the attacker.

I would love to see a team's reaction when you call it like you did in your post. The sidelines would go absolutely apeshit.
