While I can't speak to the legal questions, I will point out that from a

practical standpoint, if the school didn't mandate the vaccine, you'd have students impacted on the other end.  For example, there would likely be students with health reasons why they can't get vaccinated who wouldn't feel comfortable coming back to school with a bunch of unvaccinated classmates and the delta (or other) variant still spreading.

I'm guessing you'd tell those students that's fine, no one is forcing them to come back to school - they can take the fall semester off and come back when things have calmed down and they're more comfortable.  And I would agree with that stance.

There's no reason it shouldn't hold true for the opposite end of the spectrum.  If students don't feel comfortable getting the vaccine because it only has EUA, instead of full, approval, no one is forcing them to come back to school.  They can take the fall semester off and come back once the vaccines have gotten full approval and they've therefore gotten vaccinated.
