It is all a transparent dodge of the underlying moral question anyway

The intent is to reframe the argument from:

a) should an adult with no auto-immune disorders, etc. get vaccinated? (HELL YES)

instead to:

b) should gummint mandate a vaccine that is under an EUA? (debatable)

Since he has a hope of rational argument on (b) for at least a little while longer, he wants to substitute that argument whenever there is any threat he might have to debate (a).

But just because the government might not be justified in mandating vaccination in no way makes it morally correct to refuse one if you have no legitimately known health complication like an auto-immune disorder. There are lots of moral wrongs that should not be corrected by force of law, but that does not convert them into moral rights. Its just jerks trying to pretend they are not jerks by arguing they are not criminals.
