That it's not correct to say that in all circumstances to set its own conditions". Which it isn't. The university couldn't, for instance, require you to have an arm amputated, or to commit a murder for hire, before allowing you on campus. Those are obvious, extreme examples, but the statement you made was conclusory and all encompassing.

At any rate, I don't think it is a stretch to say that there is some question as to whether or not a University, particularly a public university, may legally require students to undergo an experimental medical procedure as a condition to setting foot on campus... And in uva's case given their cancellation of all online instruction, effectively as a condition to continuing there as a student at all.

And the potential legal theories are numerous. Including the ones stated in the linked article (if you read it) although there are others
