I look at Tim Harris as a great example

Kid had great athleticism but London's staff did zero to develop the physical tools he had. This staff worked with him for a year and got him drafted. My opinion is that they sometimes look lost or not focused on the ball because they are unsure if there teammate is where they are supposed to be due to of lack of familiarity. Think of it in terms of chemistry like you would with a QB and his receivers. You can have a good QB and good receivers but if they do not work together enough the performance will not be as good. QB is much more confident with his throw if he knows when the receiver will break or where he likes the ball to be. The more confident he is the more accurate he is likely to be. CB can be much more aggressive if he knows he can count on the sfaety being where he is supposed to be and that he has his back.
