I think that one can make distinctions among the Big 6. I don't consider

Arsenal and Tottenham to be in the same category as the other four (Man City, Man U, Chelsea, & Liverpool), which are all big spenders.

If you decide to root for those 2 teams, be ready for some disappointment, esp. if you choose the Spurs.

Arsenal has not won the EPL since 2003 & has not done anything in the Champions League for ages. (They qualified for the CL for 19 straight years, a streak which ended in 2016-17 & which only Real Madrid has surpassed.) On the other hand, Arsenal has won 4 of the last 8 FA Cups, which is great, but the FA Cup is less important than the EPL championship or the CL.

As for the Spurs, they managed to reach the CL finals a few years ago (they lost to Liverpool), when they pulled off a miraculous comeback against Ajax in the 2nd leg of the semis. However, Tottenham has never won the EPL championship and last won the FA Cup in 1991. In the past, they have often had to sell their best players to the wealthiest teams (Gareth Bale and Christian Eriksen).

You might want to consider Everton, my 2nd favorite team in the EPL. As you probably know, Tim Howard played for Everton. They've had a lot of good players and coaches over the years.
