Might not be what you're looking for, but check out Robert Harris

His Cicero Trilogy (Imperium, Conspirata, and Dictator), as well as his separate novel Pompeii, are deeply-researched and well-written novelized accounts of the era. Probably not as comprehensive as you want, but I found them very entertaining, interesting, and educational.

His other historical novels, especially Fatherland (an alternate history post-WWII book) and Enigma are also terrific reads.
