Both, but there is a culture surrounding refereeing

The current ethos is: "The referee should not be the center of attention. We want to watch the athletes. The referee needs to not blow his whistle constantly."

Once the players figure this out, they push the limits on fouling, stalling, etc.

This is a problem across all sports at all ages. NBA players figure out that a referee does not want to make the game-deciding foul call with 2 seconds left, so they push the limit (and eventually it gets so bad the referee makes the call).

The logical fallacy here is that by not getting things under control, the referee is influencing the game just as much as he would if he were too intrusive.

If you ever get a chance to watch an English league game from the 1960's or 1970's, you will be amazed. For example, if a player realizes he will not reach a 50-50 ball in time, he restrains himself and there is no foul. What a concept!

Yes, there is a lack of discipline in today's society. Referees, in all sports, who stand and watch while rules are broken "because I don't want to interrupt play too often" are a part of that cultural problem. If the police don't enforce the laws, who will?
