they will behave differently, and not many cards will be necessary.

A typical logical fallacy is the idea that if lots of cards, including red cards, were given consistently, then entire EPL or MLS seasons would go by with every game finishing with 10 players vs. 9 players. Nonsense. The players would adjust their behavior.

In the famous lengthy run to goal by Maradona against England decades ago, Maradona later commented that a major factor is that the English defenders were sportsmanlike enough to attempt to defend him honestly and not just foul him at midfield. Today, we see the latter. Which is best for the sport: the Maradona run, or another free kick at midfield? Refereeing can determine which we see. Constant regular foul calls without cards will give us all plenty of free kicks rom midfield to watch. Yippee.
