I keep rejecting them because the suggestions seem so unsatisfying...

Among other things, there won't be any fans or media at the game so much of the home court argument is invalid. Revenue isn't an issue. I cannot say for other programs, but Coach Bennett has scrimmaged the same teams multiple times, both home and away. This affords him the opportunity to simulate a road trip each year, so that argument loses weight. I don't know if a coach would prefer a four hour bus ride to a short flight, but meeting halfway between the schools seems more probable than most arguments I've heard, but it's thin, and it doesn't explain all of these neutral site choices. The only thing that has occurred to me is that the two coaches involved intend for this scrimmage to be a one time event, and they couldn't agree who would host. Regardless, a neutral site closed scrimmage seems quite silly to me. Go 'Hoos!!!
