I'm not really concerned with who was first -- perhaps it was the Astros,

perhaps not. They are definitely the ones who got caught. And MLB has a financial interest in suppressing this and making it look like it's an isolated issue with one team.

As usual, not only has technology provided the problem, it has also provided the solution: MLB started testing an electronic communication system between catchers and pitchers called PitchCom in August in what was formerly the California League. (Low A West) It encrypts a very small amount of data which enables the manufacturer to maximize security, so in theory only the pitcher would ever receive the information.
