Not all that different from Shakespeare's day


In Elizabethan England, a lot of people simply roamed the countryside with no employment because wool was far more profitable than farming, so those who owned land enclosed common areas, turned out small renters, and bought up farmland that once employed a lot of people.

If you were caught without a "master," you had a hole burned in your ear with a hot iron for being lazy. Naturally, the solution for all this unemployment was deemed to be ... more punishment.
