All those offers must be made by this Sunday (five days) and this coincides

with the silent period when teams cannot talk to free agents from other teams. Those offers are usually what the existing teams are willing to do until forced higher to meet another team's offer. Think of it as the beginning auction price. I don't think existing team must make a qualifying offer to EVERY free agent on their roster, they can just let some guys go - for example, I would not expect the Dodgers to make an offer to keep Cole Hamels at 37 since he was signed late in this season to try to bolster their starter pitching, but he ended up on the IL without pitching an inning for them.
