Read M&B's response first but I would like to add to it:
From my perspective, Ryan is being myopic. What I see in DEI is an employment program for do-nothing administrators. It is a cushy job if you can get it - ample funding, no SMART goals, and zero accountability. This is consistent with modern trends of colleges being hedge funds first and centers of education and research second. Creating plausible deniability for keeping money in the system is a positive. We wouldn't accept this in any other part of life, but because it is politically correct, it is not just accepted but prioritized.
Should DEI programs exist? Maybe, but from my perspective they should be subject to the same oversight as anything else. It's just hard to legislate that. Instead, legislators in many states will prefer to destroy the systems completely. Those who believe in the DEI process have a limited window of opportunity to demonstrate its value.
