It's a computer ranking, best match wins to date

OSU has played more top teams than UVA has.

Virginia is not playing as many top teams OOC this year. There are large gaps in UVA's OOC schedule to allow players to play futures tournaments, which have no impact in team rankings.

UVa will have an opportunity to make up the gap during conference play as there are more top ranked teams in the ACC than the Big10.

Think of it like the RPI. It's all about who/how many top teams OSU has played so far compared to UVa.
