I agree with you.

From some angles it looks like Sagan was not maintaining his line and forces Cav toward the barriers. But from other angles you can see that Sagan was trying to avoid Bouhani. From the overhead angle it looks like Sagan just elbowed Cav into the barriers. But from the front, you can see that his elbow is just a reflex reaction to Cav already making contact with him, and if he had not braced himself with his elbow he would have gone down too. There were guys all over the place not maintaining their lines coming in. Once you get over the initial shock of seeing that happen, and your brain clears a little, it seems obvious that this was an unfortunate "racing incident" - two guys going for the same real estate on the road. Even without the elbow Cav was going to go down.
