If the "entire color palate" was out of whack you might have a point

But it's not. What other colors are off if it's a white balancing problem?

The most likely cause is that Virginia's orange has a ton of red in its makeup (RGB). When that orange is hit by sunlight/exposed, that R value basically gets maxed out compared to green and blue. Depending upon specific camera sensors, this can cause little variation to be possible at the top end of the range and will often appear red. Some televisions will also not handle these incremental differences in R values and display red.

Long story short, it's not for lack of white balancing. Many television broadcasts have this same problem at bright daylight UVA events. RSN for sure does.
