...on of the 4.5 scholarships, players that can full pay (even at privates), and players that receive NEED-based scholarships/financial aid from the university - money that does not need to be repaid. To be eligible, federal verifiable financial need must be displayed. Sometimes you will see a kid commit to a school, but then show up somewhere else on signing day - we'll never know in each case, but sometimes that is because the financial aid didn't come through from the school. I don't know the specifics of the rules around need-based aid for athletes, but I know basketball and football at the FBS level are not governed the same way.
